Toyo secures OSBL contract to support SAF project in Malaysia

Toyo Engineering & Construction Sdn. Bhd., a subsidiary of Toyo Engineering Corp., has been awarded a contract by PRPC Utilities and Facilities, a subsidiary of the Malaysian state-owned oil company Petronas.
The project involves the construction of the outside battery limit (OSBL) facilities within the Pengerang Integrated Complex in Johor, Malaysia, one of the largest refinery and petrochemical hubs in Southeast Asia.
OSBL refers to utilities such as steam and electricity, feedstock supply and SAF shipment pipelines, auxiliary facilities and warehouses.
PIC is currently constructing a biorefinery—a joint venture between Eni, Petronas and Euglena—to produce sustainable aviation fuel (SAF) with Toyo-Malaysia awarded the engineering, procurement, construction and commissioning of the OSBL facilities.
Toyo Malaysia said this award follows its successful 2024 contract for the construction of a spent-catalyst recycling facility and underscores the company’s extensive experience in plant construction, which was a key factor in securing this large-scale project.
Toyo-Malaysia added that throughout this project it is committed to contributing to the development of Malaysia’s industrial sector and the realization of a sustainable society.
